Overview

Andorian media is shaped by its proximity to its much larger bordering countries, France (to the north) and Spain (to the south) and receives broadcasting from both countries. All Andorran media is either in Cantalan (official language), Spanish and/or French. Its constitution provides for both freedom of speech and of the press. While originally depending on media from its larger neighbours, Andorran-owned media has flourished in the 21st century, with growing usage of the Internet, the development of its own national newspapers, radio stations and the complete cease of use of analogue television.

Andorra's media regulations are relatively recent, with its first broadcasting and television laws passed in 1989, resulting in the drastic alteration to the access of information. Andorra's media regulations are made to uphold the justice, equality of all individuals and their human rights. Media outlets face low levels of restriction in what they can and can not publish. Particularly during campaign periods, the government has no control over what the media outlets publish. Further there is a non - discrimination policy in the advertisements of produced by the media.




Media in Andorra


The Principality of Andorra provides its people with media access from Internet, radio, television and print.
The official language of the country is Catalan, which is used by the Government, radio, television and all other national media outlets. Other languages, such as French, Portuguese and Spanish are also spoken by a percentage of the population due to immigration from bordering and nearby countries.

Internet Media

Andorra's Internet access (first provided in the 1990s via dial-up) is available only through the national telephone company, SOM. Dial-up has since then been replaced in most households throughout the country by ADSL at a fixed speed of 100 Mbit/s. Andorra's Internet domain name is .ad with

Print Media

The media of Andorra presents similarities to the media of France and Spain. Its press includes:
  • //Diari d'Andorra// or "Andorra Daily", which is a fully online journal (established in 1991) updated daily. It contains several news types (national, international, sport, culture, opinion, etc.) with an evident focus on national Andorran news. The newspaper also has a twitter, allowing greater reach for readers.
  • //El Periodico de Andorra// or "The Journal of Andorra" which is considered the main Andorran news source along with Diari Andorra. There is a focus on local Andorran news as well as that of France and Spain. It also offers international news and specialist news (culture, sport, etc.

  • Bon Dia a free publication that circulates from Monday to Friday. It is published in two editions - one for Andorra, and one for Lleidia in Spain. Both editions are published in Catalan, and are primarily concerned with local news.

Radio in Andorra has a relatively short history. It was first broadcast nationally on air in 1937.

Radio National Andorra (RNA 94.2) is the national broadcasting station of the country. It mostly plays music and presents a news bulletin every hour, on the hour. It broadcasts 24 hours a day, seven days a week.

Television

Andorra was one of the first countries in the European region to completely cease analogue television. This occurred on September 25th, 2007.
Andorra's first television channel began in 1995.

Organisme de Ràdio i Televisió d’Andorra (ORTA) was set up and funded by the Andorran government. All programming on both RNA and ATV was produced by independent companies until 1997 when ORTA began producing all of its own programming. ORTA was replaced by the current organisation, Ràdio i Televisió d'Andorra S.A.

The only current channel available is ATV- the national television channel. However, channels from France and Spain are available.
The most notable fact of Andorran television is that it usually only operates between the hours of 7.30am and 11.45pm. During this time, the news program ATV notices broadcasts news bulletins three times- they are at 1.45pm, 9pm and just before it closes down.

This one channel broadcasts are surprisingly diverse range of programs. They include sporting events, films, music videos and even magazine programs. They also broadcast a children's program called Club Pilot, which is quite popular.


Media Law and Regulations


Andorra's first broadcasting and television laws were passed on the 12th October 1989 in the Principality of Andorra.This is a result of the revolutionary changes with technology, access to information has dramatically altered. Amendments occurring throughout Europe influenced Andorra to make revisions in regards to its regulatory bodies and the media.

The aim of the laws within Andorran media is to regulate the broadcasting agents and services that are declared to serve as a state-owned public service. The government's level of intervention into the media coincides with the international agreement which is currently reflected in their legislations. The Andorran government may assist in the planning and managing of broadcasting networks as it is within the functions of the government.
The radio and television system is viewed as a public state service and are able to broadcast through any telecommunication network. According to Article 4, the regulatory body, Radio i Televsio D'Andorra SA is a public state-owned company.This joint stock company functions to regulate in the production, edition, importing of all image and sound that will be broadcasted through the mediums of satellite or cable.

The Andorran Audio Visual Council (AAC) is a government-established body which will consult, regulate and manage the public company, Radio i Televsio D'Andorran, SA. The public company works under Article 6, who will uphold the Principality of Andorra, ensuring that all forms of broadcasting and telecommunication networks respect and abide by these laws. The laws contained in the Principality of Andorra are set by the government to prevent discrimination against the public and reinforce human rights for its citizens. The law allows anyone that may have taken offence to the any broadcasting programs to file a complaint to the Radio i Televisio d'Andorra. Within a period three day's the appeal would be revised and either a broadcast a rectification.
The outcome of these regulatory bodies has ensured no suppression of information and reinforced freedom of speech for its citizens. Furthermore the government has prohibited any ideological control or preliminary censorship of any form in the media.
All network programs have the freedom of expression. However all broadcasting mediums, radio, newspaper and television must abide by the Principality of Andorra.
Recognising the rights of Andorran citizens when releasing media materials will involve:
  • To respect rights and freedoms of all citizens
  • To act objectively and truthfully
  • Impartiality of information
  • To honour personal intimacy and personal dignity
  • To respect the principles of equality and non discrimination on any personal or social circumstances

Along with the AAC's chairman being a representation of the law, it ensures that all minorities and all youth groups that are after neglected to be heard, and that there is no forms of discrimination, age, gender, background, belief in any broadcasting or telecommunication agent. The law states a 6 month rotation of the chairman of AAC to ensure there is not one individual controlling this organisation and that all citizens will be represented equally and spoken for.
The Andorran media is regulated by bodies that aim for equality and non discrimination within the media. It protects all individuals and promotes their human rights.

Media Ownership

The democratic Andorra has little to no restrictions on its media outlets. The Office for Democratic Institutions and Human Rights (ODIHR) has expressed confidence that the country's media outlets act "fairly and equitably," and that its citizens have the right to appeal decisions to a judicial body. This is reiterated in Article 12 of the Andorran constitution, where freedoms of expression and information are recognised. This decreases the amount and possibility of censorship in the country's media.

In addition, the constitution states that state-owned media have the obligation to provide equal access and equal free airtime to all contesting national lists.
Media representatives assured the ODIHR at a 2011 Assessment Mission Report that Andorra's media acted with a very high degree of freedom. This can be seen in the fact that some channels, notably the Radio i Televisio d'Andorra that adopts their own code of journalistic ethics. This shows self-regulation, which is prominent throughout Andorra's media.

Campaigning during election periods are largely unregulated, and there is no independent mechanism or authority supervising the media broadcast. There is only a general principle of non-discrimination in the advertising policy of private media.
